Senior Technical Officer/ Technical Officer (holding the functional title of Senior Safety Officer/ Safety Officer) in the HKU Tech Landmark (Ref.: 536732) (to commence as soon as possible, on a two-year fixed-term basis with contract-end gratuity and University contribution to a retirement benefits scheme, totalling up to 10% of basic salary, with the possibility of renewal subject to funding availability and satisfactory performance)


Requirements

Applicants should possess a Bachelor’s degree in Chemistry, Occupational Safety & Health, Environmental Engineering, Chemical Engineering or other relevant disciplines, with a relevant higher degree highly preferred, and at least 5 years of full-time hands-on safety operation and management experience in research laboratories, university laboratories or industrial chemical facilities. They should have professional practical command of:

(i) Regular inspection, performance testing, maintenance record-keeping, and fault follow-up of laboratory fume hoods and biological safety cabinets (BSC);

(ii) Full-cycle operation and daily administration of chemical inventory tracking systems, including chemical receiving, storage, usage recording and stock audit;

(iii) Coordination, arrangement and documentation of scheduled chemical waste collection, and disposal with licensed waste collectors, in compliance with Cap 354 Waste Disposal Ordinance and Cap 358 Water Pollution Control Ordinance;

(iv) Inspection, maintenance, calibration and asset management of all laboratory safety equipment, including safety showers, eye wash stations, fire extinguishers, gas detection monitors and PPE;

(v) Formulation of lab safety rules, conducting regular safety training, accident investigation, risk assessment and safety audit for all research zones.

Relevant credentials, such as Registered Safety Officer (RSO) certification, chemical safety management certificates, or laboratory safety certifications, are additional advantages.

Applicants should have strong communication and interpersonal skills to liaise effectively with research staff, administrative teams, facility contractors, licensed waste collectors and relevant government regulatory departments. They are capable of independently managing multiple safety compliance projects, handling emergency safety incidents and completing ad-hoc safety improvement tasks under tight schedules. A good command of both spoken and written English and Chinese is mandatory. Those with lower qualifications and/or less experience may be considered for appointment as Safety Officer.


Main Duties and Responsibilities

The appointee will take full ownership of laboratory safety management across the entire research cluster. He/she will conduct periodic routine inspections and preventive maintenance for all fume hoods and BSC, compile complete maintenance logs and coordinate repair works for defective units to maintain functional compliance.

The appointee will operate and manage the chemical tracking system, accurately record all incoming, stored, and consumed laboratory chemicals, conduct regular stock verifications, and update chemical inventory databases. He/she will arrange regular collection of hazardous chemical waste with officially licensed waste collectors, complete all statutory disposal documentation and ensure all waste handling and drainage practices fully comply with Hong Kong environmental and safety legislation.

The appointee will carry out regular inspection, maintenance and calibration of all safety hardware, including emergency showers, eye wash units, gas sensors and fire safety appliances, and arrange timely servicing and replacement of expired safety equipment as needed. He/she will organise lab safety briefings and training for researchers, conduct workplace risk assessments, investigate safety near-misses and incidents, compile regular safety compliance reports, and perform other ad-hoc safety management duties as assigned by management.
