Data Scientist/ Data Coordinator (at the rank of Senior Technical Officer/ Technical Officer) in the Division of Community Medicine and Public Health Practice in the School of Public Health (Ref.: 534335) (to commence as soon as possible, on a one-year temporary basis or two-year fixed-term basis, with the possibility of renewal subject to satisfactory performance)
Applicants should possess a Bachelor’s degree in data management, statistics, computer science, information systems, public health, or a related discipline; a master’s degree will be an advantage. They should have proven experience in data cleaning and quality assurance, as well as in preparing technical documentation and data reports while managing workflows in a multi-stakeholder environment. Practical expertise with data platforms and tools is highly valued, including SQL databases, Excel or Google Sheets, and data capture systems such as REDCap, ODK, SurveyCTO, or Qualtrics; familiarity with visualization/reporting tools such as Power BI or Tableau is advantageous. Proficiency in programming or scripting languages commonly used for data processing, such as R, SAS, Stata and Python, is desirable.
Knowledge of data protection principles and compliance frameworks, along with a foundational understanding of statistical methods and data analytics principles will be beneficial. Applicants should be highly organized, detail-oriented, proactive, and possesses strong problem-solving skills. Excellent communication abilities are required to convey technical information to non-technical audiences and to build trusted relationships across teams. Leadership, mentoring capabilities, and a commitment to ethical data practices are important in a fast-paced project environment.
The appointee will assist the Data Manager in overseeing the end-to-end data lifecycle across multiple projects, ensuring that data collection, processing, validation, storage, and reporting meet high standard. This role is crucial in maintaining data integrity and ensuring compliance with organizational policies and regulations.
Key responsibilities include:
- designing and refining data management workflows;
- monitoring data quality, running validation checks and troubleshoot discrepancies;
- maintaining comprehensive documentation (e.g., data dictionaries, operational procedures, instruction manuals, data capture guidelines) and establish audit trails;
- supporting database administration, coaching data entry and processing teams;
- providing training on tools and procedures;
- preparing operational dashboards and data summaries for various internal and external stakeholders;
- collaborating closely with IT or platform vendors to address technical issues, as well as with project managers, analysts, and researchers, convert data requirements into practical solutions while ensuring adherence to data protection and security standards.
