The University of Hong Kong (HKU) is seeking a technically proficient, seasoned and entrepreneurial leader to serve as the Chief Program Officer (at the rank of Administrative Assistant I) for the newly established Web3 Institute (Ref.: 534204) (to commence as soon as possible, on a two-year fixed-term basis with the possibility of renewal subject to satisfactory performance).
The Web3 Institute is a newly established umbrella organization at HKU designed to host a diverse array of Centers and Labs focusing on relevant vertical areas within the decentralized web ecosystem. As a premier hub for research and innovation, the Institute aims to bridge academic excellence with industry application. Our mission is to serve as an intellectual and educational powerhouse that nurtures top-tier talents and shapes the policy landscape, while simultaneously identifying and incubating high-potential projects into transformative entrepreneurial ventures for HKU.
The Opportunity
Reporting directly to the Institute’s Co-Directors, the ideal candidate will serve as a founding executive team member capable of bridging the gap between technical innovation, policy discourse, and strategic execution. You will act as the primary liaison between the Co-Directors, various project teams and academic units of the University, overseeing a portfolio of initiatives without necessarily being hands-on in daily development.
You will be expected to position the Institute as a major voice in the global Web3 conversation, drive initiatives that educate and empower the next generation of talents and rigorously manage the incubation of research into successful startups. This role requires a deep understanding of the Web3 ecosystem, the regulatory environment, and the entrepreneurial mindset necessary to drive impact.
Key Responsibilities
- Strategic Oversight & Liaison: Serve as the right hand to the Co-Directors, providing oversight for various Centers, Labs, and projects, ensuring seamless communication between leadership and project teams.
- Thought Leadership & Policy Impact: Support the Institute’s mandate to shape industry standards and policy by engaging with regulators, industry bodies, and the broader community to advocate for a sustainable Web3 future.
- Talent & Education Strategy: Oversee programs designed to nurture student and researcher talents, ensuring HKU remains a global leader in Web3 education and workforce readiness.
- Project Evaluation & Risk Management: Rigorous assessment of potential projects for technical merit (Web3 architecture, smart contracts, etc.) and business viability, while actively managing technical, financial, and reputational risks.
- Incubation & Entrepreneurship: Guide projects with high commercial potential through the incubation phase, providing strategic advice to transition academic projects into entrepreneurial ventures.
- Business Development: Proactively identify and bring in high-quality projects and partnerships from the wider Web3 ecosystem to the Institute.
About You
We are looking for candidates who can demonstrate:
- A strong command of Web3 technologies (e.g., Layer 1/2 solutions, DeFi, NFTs, Zero-Knowledge Proofs) and the ability to critically assess technical feasibility.
- The ability to balance commercial incubation with the Institute’s broader goals of policy influence and educational excellence.
- A solid understanding of entrepreneurship, venture building, or startup incubation, with the ability to spot commercial potential in early-stage technology.
- Excellent interpersonal and communication skills, with the ability to translate complex technical concepts for diverse stakeholders, including policymakers, academics, and investors.
- A comprehensive understanding of the current Web3 landscape, market trends, and regulatory developments.
- A good university degree (postgraduate preferred); substantial experience in project management or business development within the technology sector, with specific experience in Blockchain/ Web3.
We welcome candidates who are "ecosystem natives"—individuals who may have diverse backgrounds but possess the specific technical depth and market insight required to navigate the fast-moving Web3 space. We value candidates who are proactive, articulate, and capable of earning the trust of academic leaders, policymakers, and industry pioneers.
