Assistant Director of Human Resources (at the rank of Assistant Registrar) in the Human Resources Office (HRO) (Ref.: 532614)

We are looking for an Assistant Director of Human Resources to lead the Talent and Organization Development (T&OD) team in delivering strategic and innovative programs that align with the University’s mission and foster a culture of continuous learning and excellence.

The Role

The appointee will:

  • Provide leadership in the planning, implementation, and evaluation of integrated talent and organizational development strategies, including learning & development, leadership development, performance management, and staff engagement.
  • Collaborate with senior stakeholders across faculties and departments to identify organizational needs, design tailored solutions, and drive impactful programs that enhance employee capabilities and organizational effectiveness.
  • Oversee the development and delivery of training curricula, leveraging internal expertise and external partnerships to ensure alignment with institutional goals.
  • Oversee the review, design, and implementation of staff performance review and development exercises tailored to different staff categories
  • Supervise and mentor a team of HR professionals, fostering a culture of innovation, accountability, and high-quality service delivery.
  • Stay abreast of industry trends, best practices, and emerging technologies in talent development (e.g., e-learning platforms, data-driven analytics) to inform program design.
  • Evaluate program effectiveness through feedback and metrics, ensuring continuous improvement and alignment with strategic objectives.
  • Perform any other duties assigned

Qualifications and Qualities

  • A good Bachelor’s degree; a higher degree will be an advantage.
  • At least 8–10 years of progressive HR experience, including leadership roles in talent development, organizational design, or learning & development, preferably within large organizations or higher education.
  • Demonstrated ability to align HR strategies with the University’s vision and mission, fostering a culture of continuous improvement and staff engagement.
  • Proven leadership and team management skills, with experience supervising teams to deliver high-quality, results-driven programs.
  • Strong strategic and analytical capabilities, including the ability to design and implement organization-wide initiatives, manage competing priorities, and solve complex challenges with sound judgment.
  • Expertise in adult learning principles, instructional design, and digital learning tools (e.g., LMS platforms, e-learning solutions).
  • Exceptional communication and influencing skills, with fluency in English and Chinese (written and spoken), and the ability to collaborate effectively with diverse stakeholders to drive outcomes.
  • A proactive, results-oriented mindset with a commitment to inclusivity, diversity, and ethical practices in all HR initiatives.

What We Offer

The appointment will be made on fixed-term full-time contract, commencing as soon as possible with the possibility of renewal subject to satisfactory performance.  A highly competitive salary commensurate with qualifications and experience will be offered, and contract-end gratuity together with University contribution to a retirement benefits scheme at 15% of basic salary.  Other benefits include annual leave and medical benefits.  Housing benefits will be provided where appropriate.
